Budget Assumptions
The VITAL budget is based on the following assumptions:
  • The total number of building level principals and division superintendents in Virginia' s public and private schools is 3120. The project budget is based on training 2600 educational leaders, which is 80% of these leaders.
  • The funding formula is based on a 50/50 match between Gates Foundation funds and Virginia legislative funds.
  • Based on $1500 per training participant, the total funding provided by the Gates Foundation will be 3,640,200 over three years.

    The total funding provided by the Virginia Legislature will be 3,640,000.

Matching Funds
All matching funds will be provided by the general assembly of Virginia. In addition, participating school divisions will be required to provide training space including computer labs. The Virginia Educational Technology Alliance will help disseminate the training process to all of the Principal and Superintendent preparation programs in Virginia. 

Related Support
The VITAL project will receive tangential support from several technology initiatives that will be ongoing during this project. Below is a partial list of technology related grants and initiatives that have not been included in the matching funds, but will positively impact the VITAL project:
  • The Virginia Web-based Testing initiative - over 174 million dollars will be used over the next three years to prepare Virginia's high school students to take the Virginia Standards of Learning tests online. All participating divisions will be required to maintain a 5 to 1  student to computer ratio.
  • Technology Literacy Challenge grants - The federal dollars directed to the statewide grants program will total over 6.2 million during the next year.
  • Preparing Tomorrow's Teachers to Use Technology grants - Virginia has nine grants in this federal program designed to help preservice teachers integrate technology into teaching and learning. Funds from this program entering Virginia will total over 9 million dollars over the next three years.
